The Sacramento Bee (Aug. 25, 2013) — In an op-ed, Center director Jay Lund and Center partners Ellen Hanak (Public Policy Institute of California) and Brian Gray (UC Hastings College of Law) recommend steps California can take now to get on a "healthier path" for financing state water projects. "This is an opportunity to put California on a more sustainable water funding diet – with a balanced portfolio that relies less on periodic injections of general-fund-backed debt."
