Why gift fish water during a drought?

Jay Lund, director of the Center for Watershed Sciences, calls for a special drought environmental water market, so that growers, urbanites and others who gain from relaxed environmental standards help compensate the losers. In a commentary published February 2 in The Sacramento Bee, Lund and co-authors Ellen Hanak and Barton "Buzz" Thompson question the gifting of fish and wildlife water to other water users during a drought. Hanak is a senior fellow at the Public Policy Institute of California, and Thompson is director of the Stanford Woods Institute for the Environment. Read more here
