California drought puzzle: store or conserve more water?
San Francisco Chronicle (April 6, 2014) — Jay Lund, director of the Center for Watershed Sciences at UC Davis, comments on questions on whether to store or conserve more water to ameliorate drought. "There will be some ability to improve, mostly in terms of giving incentives to store groundwater in wet years and to move water from north to south - efficiencies like that," Lund said. "In the end, we will still be living in a semi-arid climate, and we will still have droughts. Most of what we can do is make it easier to prepare for the next drought."
